City of Alameda
Pathways, in collaboration with Raimi + Associates, is supporting the City of Alameda conduct its mid-cycle update of the Climate Action and Resiliency Plan (CARP). The update includes a greenhouse gas inventory and serves as a mid-cycle update and blueprint for the next phase of the City’s climate work from 2025-2030 with a focus on implementation steps needed to address the remaining tasks before 2030 and achieve net zero emissions.
The City of Alameda is a leader in climate mitigation and adaptation. The City has completed several studies and projects, and including successfully submitting a Building Resilient Infrastructure and Communities (BRIC) grant application (with support from Pathways) to acquire funding for climate adaptation.
For the CARP mid-cycle update, Pathways provided climate change expertise to update two critical chapters: Hazard Characterization and Assessment and Climate Adaptation and Hazard Mitigation Strategy. Pathways described flooding related hazards, including coastal flooding, stormwater flooding, groundwater and more. Using results from the 2022 Shallow Groundwater Response to Sea Level Rise study, Pathways expanded on the hazard and potential impacts posed by groundwater rise.
Pathways also completed a comprehensive update of strategies for location-based priority flooding. Strategies range from immediate need (0 – 3 years), near-term (3 – 10 years), to mid-term (10 – 30 years). Where each strategy addresses a specific hazard and identifies key planning issues, planning lead and partners, timeframe, status, and provides a summary of the vulnerability addressed. Pathways also developed new layouts for each strategy and produced updated figures and maps.
The final report is set to be released in January of 2025.
